Garland Burton Jr., Chief Executive Officer


Mr. Burton is a long-standing leader in the creation and implementation of successful small business development and inclusion programs across the southeast. Burton holds a distinguished record in the development of strategic business relationships designed to expand the inclusion of local and diverse populations in both public and private construction projects.

Mr. Burton served as VP of Business Development for BE&K Building Group and earlier, as Director of Community Affairs and Diversity for Houston-based KBR, Inc. Prior to his work at KBR, Mr. Burton led the creation of the first-ever small business inclusion program in Wake Forest University history, serving as Director of the Office of Business Diversity Programs. Burton began his career at the University of North Carolina at Chapel Hill where he led the UNC System’s inaugural Historically Underutilized Business Program.



Awards and Recognition


  • In 2006, the University of North Carolina at Chapel Hill presented Mr. Burton the prestigious “Chancellor’s Award,” the highest award presented annually to staff for “meritorious or distinguished accomplishments.”
  • In 2008 Mr. Burton was a finalist for the Durham Chamber of Commerce “Circle of Influence Award."
  • In 2009, Mr. Burton’s work at Wake Forest University was recognized by the “Journal of Blacks in Higher Education”
  • In 2010, the North Carolina Department of Administration presented the first ever statewide “Good Faith Effort Award” to Mr. Burton during a ceremony at the annual State Construction Conference in recognition of his “Outstanding contributions and support of Historically Underutilized Businesses.”
  • In 2012, the US Department of Commerce MBDA presented Mr. Burton the “Minority Advocate of the Year Award.” Mr. Burton was a 2006 finalist for the State of North Carolina’s “State Employee Award for Excellence” and has been the recipient of key awards and recognitions by many regional and national organizations.
